Board self-assessment consultancy

In October 2008, the GAVI Alliance reorganised as a Swiss foundation with a reconstituted board and governance system. The Board establishes policies, oversees the operations of the Alliance, and monitors programme implementation. With membership drawn from a range of partner organisations, as well as experts from the private sector, the Board provides a forum for balanced strategic decision making, innovation, and partner collaboration. The Board is supported by the GAVI Secretariat with offices in Geneva and Washington and in particular the Secretariat’s governance team.

The governance arrangement itself is a hybrid structure that combines attributes of public-sector and corporate governance systems. GAVI is among the first organisations to use such a structure and there is considerable interest in the global health community to see how well it works. As a result, the Board has made a commitment to transparent self-evaluation.

The Board charged the Governance Committee to develop and oversee a performance self-assessment process for the Board and each committee. The Governance Committee now seeks to retain an expert consultant to conduct the self-evaluation under the Committee’s oversight. Second GAVI evaluation

The evaluation is being commissioned by the GAVI Alliance Secretariat at the request of the Alliance Board. The purpose is to assess GAVI results and the partnership added value over and above what would be accomplished without the partnership. The results will be considered by the Board in the planning and development of GAVI’s next phase of operations (2011-2015). The expected results will help expand the strengths and address the weaknesses of the GAVI Alliance in order to improve the capacity of the Alliance to achieve its mission.

Consultancy service in Brussels

Under the supervision of the Programme Manager for relations with the EU, and in collaboration with members of the GAVI External Relations Team, the consultant will provide strategic advice and implement public affairs and communications functions in view of GAVI’s strategic objectives in Brussels. The consultant will develop and implement a strategy that incorporates strategic monitoring, network and coalition building, direct lobbying, and strategic communications to raise GAVI’s profile in Brussels, obtain broad support for GAVI’s mission among EU institutions and ultimately, maximise the amount of EU funding committed to The GAVI Alliance.
