Proposal for HSS support: Sudan (North)

The HSS programme outlined in this proposal will be implemented in the Northern 15 states of Sudan, benefiting a total population of over 30 million. It aims to achieve improved immunisation coverage and access to immunisation services and to essential child and maternal Primary Health Care for undeserved population.The objectives shall be achieved through strengthening of decentralised health services, mobilisation of workforce, outreach activities and other measures.

Proposal for NVS - Penta support: Chad

The government of has decided to introduce new vaccines against Haemophilus influenzae b (Hib) and hepatitis B (hepB) vaccines in pentavalent form (DTP-HepB -Hib) in 2008. The proposal is based on increasing immunisation rates and on the comprehensive Multi-Year Plan which aims to lift up immunisation coverage to 90%.

Proposal for Hib support: Moldova

Moldova is among the countries with high prevalence of hepatitis B and Hib infections. According to WHO estimates, the average number of Hib cases per year is just over 1000 and the average number of deaths around 40. Therefore the government is applying for GAVI support to introduce the Hib antigen together with DTP in tetravalent form and after the end of the current National Immunisation Plan in pentavalent form.

Proposal for HSS support: Nicaragua

As health problems and child mortality have a significantly higher incidence in the poorer groups of the population, Nicaragua aims to use HSS to improve comprehensive child and maternal care. Activities envisioned comprise training of health workers and the delivery of a basic health care package in remote areas.

Proposal for ISS, NVS - Hib support: Congo, Democratic Republic of the

In its 2007-2009 Multi-Year Plan, the country is proposing to introduce the Hib vaccine as part of the pentavalent, from 2008 and the pneumococcal vaccine in 2009 to increase the spectrum of vaccines protecting children from vaccine preventable diseases. These infections belong to the principal causes of morbidity and mortality in the DRC. The total amount requested from GAVI is approx. US$ 44 million.

Proposal for NVS - Rota support: Bolivia, The Plurinational State of

The Ministry of Health and Sports of Bolivia is applying to get support for the introduction of rotavirus vaccine into the regular EPI schedule for the period 2008-2012, requesting direct vaccine support for the five years and a US$ 100.000 grant to support the social communication strategy. This application comes with a national rotavirus vaccine introduction plan, which is articulated with the EPI cMYP 2007-2011 and with the National Health Strategic Plan 2006-2010 of the Bolivian Government. According to a survey, in Bolivia diarrhoea is the principal cause of death in children under five.

Proposal for HSS support: Bhutan

With GAVI HSS support Bhutan is aiming to tackle the main health system constraints that hinder expansion of immunisation services to many difficult-to-reach populations. Those constraints were identified as lack of competent, motivated staff, especially in remote rural areas, and a lack of adequate logistics and transport facilities to transport patients and supplies. This HSS proposal primarily targets development of a qualified and complement workforce, through improved and updated systems for pre- and in-service training and skills updating. In Bhutan health services are exclusive provided by the public sector.

Proposal for NVS - Hib support: Cameroon

As part of Cameroon's strategy to reach at least 80% immunisation coverage for all antigens in each district, the government is requesting GAVI support of approx. US$ 30 million for the introduction of the Hib vaccine from 2008 to 2011. The epidemiologic context of Hib in the sub-region and in Cameroon pleads in favour of the introduction.

Proposal for HSS support: Central African Republic

Ministry of Public Health and Population has drafted the National Strengthening Plan for its Health System, identifying  several bottlenecks in health care provision at district level. The strict centralisation of the health sector leads to considerable delays in disbursements to the periphery, sometimes up to one year. This goes hand in hand with delays in payment of health staff which leads to lack of motivation. With GAVI HSS support of US$ 3.1 million, CAR aims to tackle these problems eg through improving management capacities as well as recruiting and training of  health staff.

Proposal for ISS support: Comoros

The Comoros are applying to introduce the pentavalent vaccine, adding Hib, from 2009, as soon as the combination vaccine DTP-hepB has been used up. This is part of the country's strategy to tackle child mortality and morbidity from vaccine-preventable diseases. The proposal includes estimates on funds from immunisation services support and for INS.

Proposal for HSS support: Ghana

Regular assessments of Ghana health sector have identified some key challenges the main of which are persistant inequalities in access to health care, stagation of health indicators depite increased spending for health and lack of human resources despite increased spending. Ghana is requesting approx. US$ 9,7 million for a four year period (2008-2011) within its current five year Programme of Work (2007-2011). The funds will be spent for capacity building at district and sub-district level, especially targeted at improving primary  health care.

Proposal for NVS - Hib support: Guinea

The general objective of the comprehensive Multi-Year Plan for Immunisation (cMYP) is to help reduce morbidity and mortality linked to diseases that are preventable through immunisation. According to “The Lancet” (2003), 12,400 children die from pneumonia each year in Guinea. With an expected coverage rate of 90% , the introduction of the pentavalent vaccine (DTP-hepB-Hib) could save over 2,200 children each year.

Proposal for NVS – Pneumo, Rota support: Guyana

Guyana proposes to introduce both PCV-7 and rotavirus vaccines in the second half of 2008. The total amount of funds requested from GAVI for this introduction is US$ 1,473,622, including the US$ 200,000 one-time New Vaccine Introduction Grant. This funding is requested over a five-year period from 2008-2012.  The vaccination coverage expected for the new vaccines would be similar to that of DTP3 which was 93% in 2006 and is projected to increase to 96% by the end of the new vaccine funding period.

Proposal for HSS support: Honduras

The main purpose of this GAVI HSS application is to strengthen primary health care with an emphasis on integrated maternal and infant health promotion and prevention services. Strategies such as Integrated Care for Children in the Community and the extension of coverage through the delivery of a basic package of health services require support for their development at the local level and the participation of civil society and municipal governments. 119 priority municipalities will be chosen based on health indicators, especially immunisation coverage.

Proposal for NVS - Penta support: Kiribati

Kiribati is applying for GAVI support to integrate Hib vaccine into its current immunisation programme from 2008. The Hib meningitis rate  among children under 5 years of age is estimated to be  66 per 100,000  with  occurrence of 16-48 cases and 2-5 deaths per year. Introduction of Hib vaccine has been prioritised in the Multi-Year Plan for Immunization in 2008-2012. The total investment for the pentavalent vaccine for 2008-2012 is estimated at about US$ 37,000 from the government and US$ 94,000 from GAVI.

Proposal for ISS, NVS - Hib support: Lesotho

The government is requesting approx. US$ 2.2 million over a four year period (2008-2011) to introduce the pentavalent vaccine. The country's cold chain capacity is sufficient and INS materials will be provided by JICA. The government of Lesotho is planning to co-finance the roll-out with approx. US$ 150,000.

Proposal for HSS support: Madagascar

Madagascar is requesting some US$ 11 million to strengthen the health system, eg with regards to  use of data, recruitment of health workers and establishment of a functioning cold chain. The aim is to achieve an effective, accessible and equitable health system. The programmes is aimed at increasing immunisation coverage, offer of health services and use of these health services.
