Proposal for HSS support: Malawi
The Ministry is the largest provider of health services in Malawi and it accounts for 60% of the health facilities. Because of limited human and financial resources, the Ministry of Health and stakeholders in the health sector defined the Essential Health Package (EHP) which focuses on 11 major interventions that predominantly affect the Malawian poor. However, recent assessments have shown that less than 10% of the health facilities are capable of delivery the EHP. Major barriers are the critical shortage of human resource, essential basic drugs and medical equipment, poor financial systems and the general lack of transport for supervision and outreach services. The GAVI HSS proposal aims at tackling the barriers that no other government partners are addressing so far, mainly recruitment and training of human resources.
