The 2013 Pneumococcal AMC Annual Report gives an overview of the activities linked to the implementation of the pilot Advance Market Commitment from 1 April 2012 to 31 March 2013. During this period a third tender was issued in response to the high level of country demand and eight countries introduced pneumococcal vaccines procured through the AMC, taking the total to 24 introductions by March 2013.

GAVI provides a cash grant to countries ahead of each new vaccine introduction to facilitate the timely and effective implementation of critical preparation activities. GAVI also provides cash support to cover a share of the delivery cost of vaccination campaigns.

Evidence demonstrates that there is a bi-directional relationship between immunisation and nutrition: a malnourished child is much more likely to die from infectious diseases like pneumonia, diarrhoea and measles; and, a child coping with these diseases is more likely to have difficulty absorbing nutrients. So preventing infectious disease with immunisation can be a double winner.

As outlined in the GAVI policy on fragility and immunisation, GAVI will provide one-off flexibilities in order to help protect immunisation systems and existing GAVI support in countries experiencing time-limited emergencies. This form is developed to assist countries in such emergency circumstances wanting to apply for these flexibilities.

The GAVI Board has decided that HSS will be the single window for GAVI cash grants. GAVI support for CSOs will be part of a country Health Systems Strengthening (HSS) proposal to improve immunisation outcomes. The Governance Committee is established by the Board of the GAVI Alliance  to assist the Board in fulfilling its responsibilities relating to developing and implementing sound governance policies and practices for the GAVI Alliance.

The Audit and Finance Committee is established by the Board of the GAVI Alliance to assist the Board in fulfilling its responsibilities in respect to the accounting, financing, budgeting, and financial practices of the GAVI Alliance.

The Investment Committee is established by the Board of the GAVI Alliance  to assist the Board in fulfilling its responsibilities in respect to the following: management of GAVI’s investments in a manner consistent with GAVI’s operating needs and overall programme goals; asset preservation and growth within GAVI’s investment portfolio; prudent maximisation of risk-adjusted returns on investment consistent with objectives stated in the Investment Policy; supervision and management of cash assets consistent with the objectives stated in the Cash Investment Policy.

The Board shall appoint an Executive Committee and delegate to it such powers, duties and functions as the Board decides in accordance with Article 16 of the Statutes in order to make time-sensitive decisions that allow the GAVI Alliance to function between Board meetings, subject to powers reserved specifically to the Board as stated in Article 13 of the Statutes.

The GAVI Evaluation Advisory Committee is established by the Board of the GAVI Alliance to assist the Board in fulfilling its responsibilities in respect to the oversight of GAVI’s organisational and programmatic evaluation activities.

The Programme and Policy Committee is established by the Board of the GAVI Alliance  to assist the Board in fulfilling its responsibilities in respect to the programmatic and policy oversight of the GAVI Alliance.

The impact of immunisation goes beyond the health benefits. There is a growing body of evidence to demonstrate the negative effect of some vaccine-preventable diseases on a child’s cognitive abilities, physical strength and performance at school. All of which have consequences for the individual’s long-term productivity.
