This evaluation was commissioned by the GAVI Board to: identify and learn from the successes and weaknesses of GAVI in Phase 1, including how well it has evolved and learned from experience over the period 2000-2005; contribute to the refinement or adjustment of GAVI policies in the next strategic phase of work; and document the impact and to evaluate the efficiency and effectiveness of the GAVI Alliance’s use of resources during Phase 1.

The working group met in Washington DC to review the methodology and outcomes of the analyses performed as part of the Vaccine Investment Strategy project and to provide guidance and feedback to the Secretariat on a recommendation for the GAVI Board.

The monitoring and evaluability study for the GAVI Support to CSOs and related monitoring and evaluation (M&E) plan are intended to guide the development of a sound and practical approach for measuring the progress and effectiveness of the GAVI Support CSOs, both Component A and Component B.

The overarching objective of this evaluability study is to present an actionable monitoring and evaluation framework and plan for GAVI health system strengthening support.

The objective of this work is to explore opportunities for the GAVI Alliance to strengthen technical support options accessible to Ministries of Health in GAVI-eligible countries. This study defines technical support broadly; including assistance in preparing programmes and grant applications through implementation and evaluation for both short- and long-term efforts. Providers can be domestic, or international.

While it is difficult to assess the absolute impact the ADIPs have had given the lack of a counterfactual, one could compare the status of rotavirus and pneumococcal conjugate vaccines today, poised to enter the GAVI market, with the status of Hib at the same stage in its life cycle to see the impact the ADIPs have had. Even if one were to compare the programme readiness of Hib four years ago, when the ADIPs were started, to the programme readiness today of rotavirus and pneumococcal conjugate vaccines, it is difficult to avoid the conclusion that there has been a contribution of the ADIPs to this process.
