Formal response by the GAVI Senior Management team for the GAVI Alliance Board to the recommendations of the 'Evaluation of the first five years of GAVI Immunisation Services Support funding'.

As GAVI enters its second phase, it is interested in evaluating whether ISS funding continues to further GAVI's objectives, and how best to maximise any positive impact. The Request for Proposal (RFP) issued by GAVI indicated three specific objectives: to assess the experience of the ISS scheme in Phase 1 (2000-2005); to assess the application [implementation] of ISS funding at country level and its relation to overall immunisation financing; to identify the relationship between the allocation of ISS funding and immunisation coverage rates (DTP3)

The Terms of Reference of the study are: to take stock of the way the environment for new vaccine development and introduction has evolved over the past four years; to assess the progress made and highlight the lessons learnt through the innovative ADIPs approach, the Hib initiative and other new vaccine introduction related GAVI supported activities; and, to make recommendations to the GAVI Board on the structure and finance [of] its continued support in this priority area in the coming years.
