- GAVI Alliance & Fund goverance in phase 2: Secretariat paper drafted to make recommendations on the unique responsibilities of the GAVI Alliance & Fund Boards post-convergence. Includes delineation of responsibilities to the Alliance Executive committee, preliminary terms for Fund Board recruitment, and terms for the creation of a GAVI Fund Audit & Finance Committee.

- Vaccine Fund governance issues for phase 2: Executive Secretary think piece on the expanded role of the Fund Board in phase 2, created by increased resources and visibility. Includes preliminary thinking on roles of committees and capacities needed to staff them.
- Presented: to the Fund Board June 2005 (No significant decisions taken);
- Strengthening GAVIs governance processes and structure in the context of convergence: A review of GAVI Alliance Board and EC operations, aimed to propose new ways to optimise GAVI governance structures and functions. Developed by a sub-group of Alliance Board members, supported by McKinsey & Co consulting.

- Board restructuring & building implementation plan: A proposal to revise the structure of the GAVI Fund Board, formally recognising the advocacy vs. governing board function. Also proposes membership increase to fit committee responsibilities.

- Presented: to the Fund Board (recommendations not adopted) November 2004.
- Optimal structures and processes for GAVI and the Vaccine Fund moving forward: Proposal presented by the Center for Applied Research (CFAR) on overall structures and roles for the Alliance & Fund in the context of convergence. Not focused on governance issues, but rather on how to best converge the management of the GAVI & the Vaccine Fund. Provides valuable context for the decision to maintain two Boards. Presented along with: a Report on the Executive Committee Retreat (June 2004), also prepared by CFAR on discussions and recommendations drawn from a joint Alliance & Fund EC retreat.

- Proposal for improved GAVI Board operations: Proposes creation of a GAVI Alliance EC, with a focus on strategic planning and monitoring, and reviewing the recommendations of the Independent Review Committee. Also proposes to extend the term of rotating Board members from two to three years.

- Developing successful global health alliances: Review of the unique challenges faced by global health alliances, in the context of their hosting and decision-making frameworks. Preliminary comparison of models.
- Developed: by the Bill & Melinda Gates Foundation April 2002
- Report of the external review of the functions and interactions of the GAVI Working Group, Secretariat and Board: Reviews functions of the Board, Working Group, Secretariat and IRC, and their relationships and operations with Partners and the GAVI Fund. Makes key recommendations to streamline/restructure the respective roles of each to better meet objectives. The study was not extended to other task forces/groups.

- GAVI and The Vaccine Fund - Roles and Responsibilities: after 2 years of operation, a stock-taking exercise to evaluate whether the two entities the Alliance & Fund had been working effectively, and to determine whether changes were needed

- Collaborative mechanisms between the GAVI Board and the Vaccine Fund Board regarding disbursements of support to countries: Established the initial working relationship between the Alliance & Fund Boards for programme review, approval and financing.
