Leads GAVI's engagement with external partners and stakeholders

The External Relations Office includes four teams: Programme Funding, Media & Communications, Advocacy & Public Policy, Private Philanthropy.Together, these teams represent the primary contact points with donors, lead advocacy initiatives, promote GAVI in the media and in public policy settings to encourage political commitment and effective investment, communicate GAVI's value, and ensure consistency of messaging and approach.

Joelle Tanguy

Managing Director

Joelle Tanguy is Managing Director of GAVI's External Relations team, after joining GAVI in July 2009. With 20 years experience in the senior management of global health organisations, most recently at the Global Business Coalition on HIV/AIDS, TB and malaria (GBC), Joelle brings a solid track record in global health advocacy, resource mobilisation, public affairs and organisational development.

ERO also leads GAVI's overall resource mobilisation strategy, in close partnership with the Washington DC-based Innovative Finance team. The latter is now established as an independent US non-profit organisation in Washington DC, while the other teams are mostly Geneva-based, with some DC-based staff. All four teams contribute their respective expertise to the following priorities:

  • development of a new resource mobilisation model and approach to fund GAVI's 2011-2015 strategy. This involves a shift to long-term pledges  and an integrated approach to advocacy, communication, public policy, innovative financing and donor relations to support three major directions:  expand and extend existing donor commitments, broaden the public and private donor base and implement new innovative finance mechanisms;
  • mobilise and empower new networks of advocates to inform GAVI's policies, support fundraising and help achieve all four strategic goals;
  • inform development aid policy settings about GAVI, immunisation and health;
  • raise understanding of the value of health, immunisation and GAVI among key influencers and stakeholders, through enhanced communications and targeted media relations.
