The public consultations on the country by country approach are now closed. Thank you for your interest and valuable contributions. The Secretariat is integrating the comments into a revised approach that will be presented to the Programme and Policy Committee in October and to the GAVI Board in December 2012


Why does GAVI need a country by country approach?

A key principle for the GAVI Alliance is to support national priorities, integrated delivery, budget process and decision making. At country level, this requires good governance, well-functioning oversight bodies and strong institutions capable of taking and implementing decisions to the benefit of the population.

While cognisant of the fact that the Alliance is focusing its support on the lowest income countries, most GAVI processes and policies presume a reasonably well-functioning governance structure and health system to be in place. These may not be available in some GAVI-eligible countries.

Against this background, the GAVI Alliance Board in November 2011 requested the Secretariat “to develop a policy that clearly defines the GAVI Alliance’s approach to fragile and under-performing countries”. Through a consultative process with input from technical experts, a draft document including a framework for a country by country approach (see Related downloads above) was developed on which GAVI requested comments.

Feedback

From June-August, participants were encouraged to review the presented framework. All comments were submitted through an online feedback form. Comments, suggestions and/or recommendations facilitated the strategy revision process.

What will GAVI do with the comments?

All comments submitted through the online form will be reviewed, compiled and incorporated as appropriate into a revised version of the approach. This revised version as well as the consolidated comments and feedback received during the consultation process will be presented to the Programme and Policy Committee (PPC) in October 2012. The PPC will then present the results to the GAVI Board for final review and decision in December 2012.

What was the process to date?

The development of the country by country approach has to date consisted of consultations with various stakeholders such as governments, civil society organisations and other GAVI partners. The Secretariat also established a technical consultation group consisting of immunisation experts and experts working in fragile states that has provided guidance and advice.
